Real vs virtual: what it means for you
A server in the country gives the best speed for local sites and the most reliable local IP. A virtual location still shows sites a Russia IP address, so it works for most local services and prices, but traffic travels to the real server first, and that country's laws apply to the hardware.
Using a VPN inside Russia: Legal with restrictions. Using a VPN is legal, but only approved providers may operate, advertising VPNs is banned, and July 2025 laws added penalties for searching for banned content. Hundreds of VPN apps were removed from Russian app stores.
Questions people ask
Does any VPN have servers in Russia?
None of the six VPNs we track lists a server physically in Russia. Proton VPN and CyberGhost offer a virtual Russia location: you get an IP address registered to Russia, but the server sits in another country.
What is a virtual server location?
A virtual location gives you an IP address registered to the country you pick, while the server itself runs in a nearby country with better infrastructure. Sites usually see you as being in that country, but speed depends on the real location, and data is handled under that country's laws.
Can I get a Russia IP address with a VPN?
Yes, with Proton VPN and CyberGhost.
