What's going on
Freedom House rates Libya Partly Free (43/100). Websites and social media are not blocked, but networks are restricted: a localised shutdown hit Tripoli for about 12 hours during anti-government protests in May 2025. In Benghazi a man was abducted in January 2025 over an old video criticising Khalifa Haftar, and a 2024 morality agency polices social media.
